To open an external link in an Elementor popup, you can follow these steps:

1. Create a new popup in Elementor by navigating to Templates > Popups and then click on Add New Popup.
2. Design your popup however you want using Elementor's drag-and-drop editor.
3. Add a text or button element within your popup that will serve as the link to the external site.
4. Select the text or button element and click on the link icon in the Elementor editor toolbar.
5. In the link settings, enter the URL of the external site you want to link to in the Link field.
6. In the Link Target dropdown menu, select "New Window" to open the external link in a new tab or window.
7. Save and publish your popup.

Now, when visitors click on the text or button within your popup, it will open the external link in a new tab or window.
